According to the January edition of Who Do You Think You Are, late 2015 or early 2016. Note that steps will be taken to protect the privacy of living people. Presumably this means that they will not appear. I think that there is or was a link from the register to death information that would presumably enable this.

I live in faint hope of finding my paternal grandfather in England in 1939 - and of being able to identify him.

If the 1939 register is released, it will be the only place I shall be able to see my late parents. I'll never see them on a census return. So roll on 2016!

I shall look for me! as I was alive then (just! 6 weeks) and if FMP get their finger out I hopefully will still be around to check it :)

Yes I'm afraid living people will not be revealed. Hopefully I will be able to find my late mother and father.
