What is this Uniform

My Great Grandfather was discharged from the Royal Artillery in 1879. This may be his Police uniform from Singapore or perhaps Hong Kong.

the uniform is british light infantry from the crossbelt, it has the lion head with chain and whistle, was he an officer ? the arty did wear cross belts but as far as i know they didn't have the lion head on them. the date is around mid 1800's.
