Please help identify the year of photo!

I have this picture that I am trying to find out the year it was taken so that I may be able to figure out who the person is.

Could there be a Dutch connection? The names 'Matie', 'Juliana' and possibly 'Deline' could be Dutch.

I should have mentioned some background information. The great aunt that is referred to is a Burt but married a Deline. I'm just trying to figure out around what year the photo would have been taken in order to figure out what sister it could be taken of. The great aunt had a sister named Mary, a sister in law named Samantha, and another sister in law named Julina.

The 'peaked' effect at the join of sleeve and bodice is, I think, characteristic of the early 1890s. Of course, the lady's dress could have been bought some years before the photograph was taken ... There is a lot about changing fashion in Robert Pols's books on dating photographs. He generally dates photographs with sleeves like this to the early 1890s. To quote p. 149 of 'Family Photographs 1860-1945': '... the detail that places the portrait at the beginning of the decade [the 1890s] is the way in which the sleeves are set into the bodice, with a 'kick-up' effect. Such peaked shoulders were very much in vogue as the 1880s gave way to the 1890s.'

Should have added that, according to Pols, the head-and-shoulders vignette is typical of the 1890s too (the whole decade I think, not just the beginning).
