Pre 1900 adoption and how to find a birth certificate

How do I find a birth certificate for my Nan, Cecilia Hepton, born circa 1898, when 'Hepton' was her adopted name? I think her Mother (Mary Casey) later married Herbert Cannington Hepton (in 1901) and he adopted her. He has written "adopted daughter" next to her name on the 1911 census. I can't find any trace of the family on the 1901 Census. Oh, yes and then this is complicated by the story that she may have been born on a train on the way to Manchester!
I believe that she IS adopted from within the family as there is an amazingly strong resemblance to one of her cousins children.
