Have you taken a magnifying glass to the writing? The scan isn't good enough for it to be legible when blown up on screen.

Could there be a connection to Kent?

I drove past almshouses in Rochester at the weekend which look very similar.

It may be worth looking at.

I think it's Foord Almshouses in Rochester. If you go to Google Maps and put in the post code ME1 3AF it brings up the road Priestfields . Switch to Street View and rotate the image away from the unlikely
looking houses and I think that's it .
