I think I have found Caroline in the 1891 Census, indexed as Caroline Wallas. She was visiting a household in Fulham. I am guessing that her mother was either ill or it was around the time of Robert's birth, so she was unable to look after Caroline at that time.
I found the family incorrectly indexed under the surname Mallace in the 1901 Census. The details are as follows:-
Edwin Mallace Age 43 Born Pimlico
Bessie Mallace Age 34 Born Penzance, Cornwall
Caroline Mallace Age 14 Born Kensington
Edwin Mallace Age 12 Born Kensington
Robert Mallace Age 10 Born Fulham
Have you been able to find any of them in the 1911 Census?
Finding out when Caroline was last listed under her maiden name might give you a better idea of when or if she got married. I could not find her in the Death Index so am assuming she did actually get married, or lived as part of a couple.
