Lancashire Constabulary query

Hello all,

I have the records for a chap who served as a policeman in the Lancashire Constabulary in the early 1900's.

Just wondering if anyone could help interpret the attached pic please.

First query is if the 107 would be his number or the division number?

And the second query is if anyone can make sense of the bottom 2 lines, to me it looks like "for good (of?) service out of (tulana) to be absorbed by Manchester".

Any suggestions or pointers appreciated.
