Freedom of the city of london

Hi..one of my relatives was given freedom of the city of London. He was a Libranian. Can anyone through some light onto why he may have been given this honour?

Have you looked at the admission papers on Ancestry (London, England, Freedom of the City Admission Papers, 1681-1930)? Apart from the document itself, the order of filing is also significant.
