The document is certainly not at The National Archives and may be at the London Metropolitan Archives, do you know where this reference has come from?

There are three boxes of Southwark inquests for 1890, CLA/042/IQ/01/067 - 069
Presuming Frances Louisa's will be in one of the 1890 boxes rather than in one for 1891. I mean, it might be inquest 121 in 1890, but it would be wise to check.
