Question about Rochdale, Lancs. (Bower/Hibbert)

I am tring to find out what happened to Florence Bower, b. Jun Q 1881, Salford, daughter of George Bower and Ann Hibbert. I have found quite a lot of info on her half sibs and her full siblings but her fate alludes me.
My best conclusion is that she is the Florence Bower who died in Rochdale district in 1923, age 42. However, I have found no connection to Rochdale for my Hibbert lot, and if memory serves, her parents and just about everyone else died in Salford, other than one half-sibling, but her death place is unknown as well.
The 1911 census, lists Florence with her brother George Bower and his family and other family members. She is described as as invalid and "cripple".
Wondering if she might have been placed in long term care at some point. Does anyone know about the medical institutions around Rochdale?

I have received Florence's death certificate and she is "my" Florence. She died 30 May 1923, age 42, of 47 King Edward St., Manchester (think this should be Salford, as it is the same address her mother had died at a number of years before). Causes of death (1) Imbecile, (2) Cardiac Muscle Failure. The informant was her sister-in-law, Sophia Bower, wife of her brother George, who gave her address as 14 Gloucester St., off Regent Road, Salford.
She died at Birch Hill House, Wardle, Rochdale. Am assuming it was a medical institution of some sort.

It was a workhouse but had wards for imbeciles. I googled the name so if you do the same you will find info.
