RAF John Evans #195994 pencil annotation

Hello
Long time reader of the magazine and first time post. I'm hoping forum members can help with deciphering a pencil annotation on my husbands great grandfather John Evans RAF record.

It's in the top left hand corner where all I can figure out is -
Checked with ?8280 23.1.2?
Parliamentary date Birmingham
(Dudderston) 128 486

The family story is that John Evans was adopted by the Evans family. As I am struggling to find a birth certificate I have to assume this until I can crack the brick wall. On the 1939 register he lists his date of birth as in his RAF record.

If anyone can help with trying to figure out /explain what is written I will be very grateful.

I suggest you contact the RAF Museum and archive at Hendon. You can contact them through their website. If you live near enough, you can make an appointment to visit. If not, you can make contact by telephone or e-mail. The staff there helped me to interpret entries on a 1WW service record.
