1891 census

On the 1891 census, using Family Search, I found a Charles Jesney aged 19 being the first person listed, but as a nephew and not head of the household. The address was Floral Avenue Hull and there were three others listed as nephew and niece.

This puzzles me as I feel there is part of the household missing. Opinions and suggestions please.

Look at the previous page. They are in the household of Isaac
