I suggest that he joined up in Spring 1916 - if you search FindMyPast for the "Royal Berk*" regiment, number "216*" then you might find:

Age 34
Birth year 1882
Service number 21641
Joined up 4 April 1916

First name(s) Herbert
Last name Bird
Age 24
Birth year 1892
Service number 21673
Joined up 5 April 1916 (having attested in March)

Birth county Berkshire
Birth country England
Service number 21675
Joined up 5 April 1916 (again, an earlier attestation)

He joined up 1 April 1916, having volunteered the previous December.

Numbers are generally allocated in sequence - though you need to be clear that your soldiers are using the same number sequence. I'm never totally sure which of the various dates drives the allocation of the number - here at least, it seems to be more likely to be the date of the Approving Officer's signature. So number 21685 is probably allocated in April 1916 - i.e. this is when he joined up, though he might well have volunteered earlier and then been sent home until needed.

Hi Ermin79,

Using this useful link, one I use fairly regularly,

It gives an approx enlistment date of January 1916. Not the most accurate but quite useful and not too far off from Adrians suggestion of Spring 1916.
