Can you read the surname of the informant?

The first (given) name is "Clara" but can you read the surname?

the Christian name is Clara and the surname looks like Folley

It looks like Folley - I have the surname in my family. However, are you able to attach any more or all of the certificate to check the registrar's writing for the initial letter 'F' ?

It’s TALLEY

I looked in Bilston for Phoebe Holmes with daughter Clara
Then for Clara anyone at 3 oak street Bilston in the 1939 register . Quite clearly Talley

Husband is Thomas Talley, boiler works labourer.

That d.o.b matches corrected entry in the 1939

It still looks like Talley there though

They had three children:
Ernest Harold Tolley - abt nov 1893 - abt feb 1917
Thomas William Tolley - 14 Apr 1920 - abt nov 1974
Clara M Tolley - abt feb 1933.

Ernest Harold Tolley died before the 1939 census, hence only two redactions.
