Unable to find a birth certificate

Is their anybody out there who could help me solve a family mystery. My stepfather , Charles William Harras was told that he was
born in Swindon on the 24th of January 1911. We have been unable to find his birth certificate despite extensive searches.
His brother Walter Sydney Harras was born in Bath 8th of August 1912. His sister. Edna May Harras was born in Bath 5th of
January 1914, I have both their certificates. Edna died in Stratton Workhouse 29th of December 1914
Their parents were Charles William Harras a journeyman tailor and Elise Petronela (Frost, Sshmidt). Charles William is recorded as having been in Swindon in 1914, he was later sent to the Isle of Man prisoner Camp as he had been born in Germany. Elsie without the children accompanied, her Mother Elsie Frost and her Stepfather Anton Frost to Germany when they were sent back to Germany in ?1917. I can not find Charles and Elsie's marriage either!
Anton was a Hairdresser who worked in London but who was German

Tried to find your stepfather in the 1911 census (which was said to have been taken April 2nd) but without success.

There was a Charles Hars of Germany who married Ethel Maud Smith in 1900 in Shoreditch.

I have done first name only searches in the registration indexes March 1911 for Swindon and for Wiltshire on Charles and William separately, but not identified any birth that might be your Charles William.

I am somewhat confused by this statement of yours
Charles William is recorded as having been in Swindon in 1914, he was later sent to the Isle of Man prisoner Camp as he had been born in Germany.
Is this the son or the father who was recorded as born 1914?

Have you got a copy of his death certificate and it should be stated, but I can't find a suitable entry for Swindon.
