I had a quick search and I have found Frederick living in Bethnal Green in 1911 with parents, Frederick and Elizabeth, there are about 4/5 younger siblings as well.
A bit later on, I found an army enlistment for Frederick in 1918 for the Prince Consort's own rifle brigade, 5th battalion, service no, 307006.
There was also a record for WWII, around the time of 1938, there's not a great amount of detail, sadly, but another service number - 1476128.
I hope this helps?
I'm only too happy to help further, if needed.

There are several military records for Frederick Francis Peters on Findmypast including:
- his WWI Service Record - he joined up aged 16 in 1918. His record is part of the "burnt documents" He was discharged on 7 May 1919. latest address was: 5 Approach Road, Victoria Park; changed from 16 Chester Street, Bethnal Green.
- 1938 Attestation for the Royal Artillery, service no. 1476128 - don't understand the notations in the final column: HAA/S (crossed through) then date: 30-12-41 Para 390(XVI) KR 40 (If Adrian sees this, he may be able to explain)
- 1968 - died in Norwich; birth date of 18 Oct 1902 recorded.
