Dating a 1900ish Sunday School outing group photo

I believe this was taken around 1900, probably in Kent. It won't be possible to work out the location, but any help dating it more precisely? You wouldn't want to get on the wrong side of the two older ladies in the from row would you?

Looking at the ladies clothes and hats the period is probably 1900-1910. They still have large hats and corsets. Some have white blouses and dark skirts which became fashionable for young working women in the 1910's. The older ladies still have quite puffed sleeves, which is earlier, but they are unlikely to be at the cutting edge of fashion.

I would say they look Edwardian.

May be a longshot :The lady on the far right in the second row from the front is holding a document. Are you able to take a high resolution picture of just that part of the photograph. There may be someone on here who is good at deciphering documents.
