Are the GRO Indexes Complete?

I have been looking for the death of my 4th Great Grandfather. The record is there on BMD and on the major websites but is not on the GRO index. William Allen Melton Mowbray, Vol 7a, Page 193 Q4 1896. If I search the GRO for 1896 with the surname Allen only in Melton Mowbray it returns one entry for Edward John Joseph Allen in The Melton Mowbray registration district. It returned nothing I would think there were no records but it looks like the index only contains a partial transcription. Has anyone else experienced this? Makes it very easy to miss a record!

The registration is there but GRO has the district as Milton Mowbray !

There has been a suggestion that one to two per cent have errors, which is a lot and the consequences from coping from the originals.
