What could this Naval rating be please?

James Jago held many positions in the Royal Navy, including Master at arms and Seaman's school master. However, I am unable to figure out what Capt F. Top might be on his Naval record. Can anyone advise me please. I have attached his service record and would appreciate any ideas.

Not too sure what his rank was but I did find this which may point you in the right direction, looks like he could have been a petty officer of some description with a more specialised area.

I've re read the detail and am guessing he was captain (of the) fore top, this would have been a petty officer 2nd class.
