Royal Navy deserter 1918

My grandfather deserted HMS Hyacinth in March 1918 @ Simons Town, South Africa and joined the South African Scottish Regiment (South African Overseas Expeditionary Forces). His service record has this information as well as saying a 'Certificate' was issued in October 1918. Why would the Royal Navy not pursue him as a deserter and what was the Certificate? Can anyone answer these questions for me please, or point me in the right direction to find out?

I'm sure someone here will come up with an answer but on the off chance that they don't I suggest you post your query on the Great War Forum. Most of the people there are WW1 'specialists' and this may be too detailed a question for a site such as WDYTYA (evn though it's populated by great people with an amazing amount of info!)
