He was still serving in 1901 for certain, not too sure where he was though unfortunately.

"Recalled to Army Service under Special Army Order of 20 Dec 1899" - Jethro or Adrian referred to this previously, as possibly relating to Boer War - to clarify this, you could join the Victorian Wars Forum and post this query there. IF he was sent to South Africa then that may explain his absence from the 1901 census.
Have tried, unsuccessfully so far, to find census returns for 1901 from the Shoeburyness garrison, as he may have been stationed there.
However, it is quite clear, as Jethro pointed out, that he was at Shoeburyness when discharged in April 1902.
