I looked on deceasedonline and did not see a Stephen Smith in Malta.

You do not have to pay for initial searches on deceased on line but you do for additional information. So you are able to access some basic information if the records are on the site. Not all are yet. I found where several of my ancestors were buried in the London and Middlesex cemeteries at no cost.
