Walter Kemp 1866 Bedford

Hi I am trying to research my relative Walter Kemp born about 1866 in Bedford. His parents were Charles and Emma Kemp. I found him living with them in 1871 census. In the 1881 census I found a record for Walter Kemp from Bedford (Boy 1st class) on the HMS Implacable training ship in Vessels, Devon. I think this could be him but I can't find anymore records. I have been looking for few years but I am stuck. I wondered if anyone can help me?

There is a naval service record on TNA for a Walter Kemp b 10 Oct 1864 Bedford :

Have you ruled this out , worth spending £3.36 if you haven't ?
