WW2 medal puzzle...

My grandad served in the Royal Army Ordnance Corps in the 2nd World War. I have got his Service Records from the MoD, and these parts are relevant to my query here:

Service History (all with the RAOC)

Medal entitlement:

As you can see, he 11 Nov 1940–4 December 1946

His service records (which obtained) showed the following:
1. He served at home for over 5 years. His service overseas was after the 1945 cut-offs for the 1939-45 Star or the France and Germany Star
2. He was entitled to the 1939-45 War Medal.

I have 2 questions:
1. I assume that the “PS. 28.2.50” shows that he was issued with the War Medal? What does the “PS” mean – also what does the “M” to the left of it mean? If it means that he was not issued with the medal (and neither my mother or my aunt – his daughters – ever saw a medal at any time, including when they helped my late grandmother sort out his stuff when he died in 1976) is it possible to my mother to claim it as his next of kin?
2. As he served more than 1080 days in the UK on military service (in fact, he served 1873 days), why was he not entitled to the 1939-45 Defence Medal? If this was a mistake, is it possible for it to be claimed?

Can anyone confirm the allocation or non-allocation of the War Medal, and/or explain why he was not entitled to the Defence Medal?

Given the fact that less people are accustomed to seeing WW2 service records, if you have no material response from anyone, then I would recommend transferring your query to a specialistic board like the WW2 RootsChat board on http://www.rootschat.com/forum/index.php?board=398.0

Speaking personally, I would certainly not assume that the “PS. 28.2.50” shows that he was issued with the War Medal. "PS" is not self-evidently an acronym for "issued" or anything else that my inexperienced mind can think of - it could just be a guy's initials, while the "M" is clearly written at a different time and could mean anything given that we have no other context.

I have sent off for both medals. Now to wait a few months for a reply about the results (I have received confirmation that they have received the forms). I'll let you know how I get on!

I received my Grandad's medals (1939-45 War Medal, Defence Medal) - I was the legal next of kin; they had not been issued, so I was able to get the MoD to issue them :)

Today we are meeting up with my Aunt, as we're holidaying in the area - so I will get the opportunity to show her her dad's medals! Both my aunt and my mum have said that although they would like to see them, they are happy for me to look after them - I'm going to get a frame sorted out for them with Award
