I can't find Florence on emigration records, and there doesn't seem to be a death for her after 1920, her last appearance on the Midwives' Roll. You believe she didn't marry, but in that case, you'd think she'd keep up her Midwifery status so she could support herself. A change of surname might explain why she isn't on the Roll as Budge after 1920. Have you ruled out the marriages for a Florence Budge in 1920, Plympton, to Robert SG Worth, in 1920, Plympton, to Robert Fowler, or in 1922, Plymouth, to Henry Walter Colling? Although at that time it was common for women not to practice after marriage, maybe you could try those surnames on the Midwives' Roll, just in case?
