Given that this sailor is dressed in "square rig", his three Good Conduct Badges (one for each four year period of good conduct)and his rating badges of a Petty Officer, this would make him an acting Petty Officer Stoker who after one year would have been confirmed as a Petty Officer and then permitted to wear "fore and aft rig" The medals suggest end of the 19th century and the one nearest the arm is almost certainly the Long Service and Good Conduct Medal as has been suggested earlier.
