WW1 United States Draft

Hi, I have a question regarding the rules of the draft in the US. A g uncle of mine was a single father living in New York at the time of his call up. I have his Draft Registration Card from findmypast. His daughter would have been only 2 years old at the time. Would his circumstances have meant he didn't end up serving in the army?

Have a look at https://en.wikipedia.org/wiki/Selective_Service_Act_of_1917, in particular, the draft categories - the answer would seem to depend on the family's income without him and how well recruitment was going (in that area?) from the categories higher up the tree.

I've only skimmed the article myself, enough to convince myself that the basis for the answer is there, but not enough to see if there are flaws in the explanations.
